Vista/XP (Host/Client) GET connects then disconnects

Running BOTH FSX and Google Earth Tracker on the Game Machine works perfectly.  The User aircraft position and all the AI aircraft track just as they should in the Google Earth window. 

 When I run Google Earth Tracker (GET) on the remote machine the user aircraft does not display in the Google Earth window.   The information balloon that appears above the GET icon in the task bar after I start GET says “Connected to FSX!” until I start Google Earth using the “Run Google Earth” option that appears with a right click on the task bar icon.

 After I start Google Earth the message when rolling over the GET icon changes to “(Waiting for Connection)” but there is a little green arrow in the bottom right corner of the task bar icon.

 No aircraft data ever appears in the remote Google Earth map window.

 My FSX Google Earth Tracker options have checkmarks next to: 

Start Manually

Enable on Startup

Show information ballons…

Load KML file when running…

 

I have check marks next to all the Query options for user aircraft

I have check marks next to Query AI objects, Aircrafts, helicopters

 

There is a checkmark for FSXGET and Google Earth will run on this computer…

 

The Server options are port 9017 and Accept all incoming connection requests

 

When I look in the server (XP) Documents and Settings\user\application data\Jurgen Treml\FSX Google Earth Tracker\0.1.2966.18355\settings.cfg I see current data from FSX,

UPDATE - MORE DATA

 

When FSXGet starts on both the host (Vista/SP2) and remote(XP/SP3) I see the following message.  I use the netsh/http/show iplisten command and find that there are no listeners established on either machine.   I can get the ports established on each machine but their status (shown by netsh/interface/ip/show tcpconn) is "established" BUT NOT LISTEN.  I am running fsxget.exe with elevated privledges on the VISTA machine.  

How do I determine what process is preventing HttpListener to be added?
